Initially, Skippy’s location will appear as “Unknown” on your city map. But the gun is located South of a College Street Fast Travel Kiosk. So to find Skippy, first, locate a bar named “Saeko.” Once you discover the bar, look for an alleyway precisely opposite the building. There will be Graffiti on a wall that will lead you down into the alley. Jump the gate, and you’ll find Skippy inside a briefcase right next to a random corpse.

Setting Skippy to “Stone Cold Killer Mode” will have the gun only going for headshots. Whereas setting the gun to “ Puppy Loving Pacifist Mode” will have Skippy targeting the legs.
