But with the latest patch, you can dismantle your previous legendary mods to get new mod components. Once you have dismantled your earlier mods, you will need to trade in the five mod components along with ten legendary shards to get a Kinetic Weapon Mod from the Banshee-44.
Every weapon mods are unique to the gunsmith, which means you will have to grind quite a bit before you can get your hands on them. As of now, there are two ways through which you can get kinetic weapon mods in Destiny 2.

To rank up the Gunsmith Engram, you will need to break down blue-colored rarity armors and weapons. Upon dismantling, you will be granted gunsmith parts that can be traded with the Banshee-44 at any social space in Destiny 2.
For the second method, you will need to earn a fair share of Glimmer before you can get an elusive kinetic weapon mod. To do this, visit the Banshee-44. Scroll down to “Gear Mods” and then tap on the option which reads “Random Mod.” Here, you will need to spend 2,500 glimmer to get a random blue Rare for either a piece of armor or a legendary weapon.
